Federal Employers Liability Act The federal employees liability act (FELA) allows railroad workers to file lawsuits against their employers. Contrary to the workmen's compensation laws which award payouts without regard to the fault of the railroad, FELA demands that plaintiffs prove the railroad’s negligence was responsible for their injuries.
